For a careful restoration, no. Do not send anyone into a tower or onto a roof for this. Tower interiors have open framing and fall through risk, live lighting or bell wiring, and wet surfaces.

Does our plaster ceiling have to come down?

For a careful restoration, not usually. Wet plaster is closed off, stabilized and dried slowly, because replacing it is a craft trade.
